dc.description.abstractIn recent years,the lack of employees, especially high skill employees is becoming an important issue. This topic is discussed in both workplace and society. In this article, employee refers to the staff who work in the public administration area. They are different in management, aspirations, and interests, etc. The main factor that makes the organization come to success is good employees.Great companies know that the employees are the heart of the business. Satisfied and engaged employees would bring in not only positive energy to the workplace but also increase the company‟s profit and sales. However, it is not easy to keep them work for organization for a long time. Today's businesses face employees's job hopping.Therefore, HR management is a difficult skill. It requires leaders to equip with sufficient knowledge and skills. But the question is how leaders must act to retain employees, so that they are passionate and excited to work to maintain the organization's development, avoid the brain drain phenomenon from the public sector to the private sector? This research are finding for answers to the above problem, as well as propose recommendations and solutions for the problem in the future.en_US
