Study on the factors impacting on human resource effectiveness - The case of Vietnamese local government
Abstract
Internal marketing concentrates on developing and maintaining customer-oriented
employees in the organization. A good internal marketing operation and a performance
of employees indicate the association with the effectiveness in human resources
management. The models of employee performance, strategic and technical human
resource effectiveness, and internal marketing are considered and appropriate measures
acknowledged. Using PLS-SEM to analyze 272 samples collected from public servants
who have been working at the government agencies in Dong Nai Province, the findings
imply the significant relationship from internal marketing and strategic human resource
effectiveness to employee performance. Also, the empirical findings support employee
performance, and internal marketing positively enhanced technical human resource
effectiveness. Lastly, strategic human resource effectiveness enhances the significant
path between internal marketing and technical human resource effectiveness. While the
high charismatic leadership is irrelevant with the strong internal marketing and
employee performance association in local government. The research provides several
practical implications to managers for enriching employee performance and internal
marketing practices that foster human resource effectiveness during an innovative
period in local government.
