The purpose of this study is to identify the predictors of employee voice in Ho Chi Minh City. Utilising a practical and snowball sampling technique, a valid sample of 257 respondents, regardless of their age or occupations, was gathered, and the presented hypotheses were then examined using PLS-SEM. This study examines five personal characteristics, including individual charteristic, leadership, experience and tenure, and job attitude, based on prior research. The findings demonstrate that employee voice behaviour is significantly influenced by five variables: personal characteristics, leadership, experience and tenure, and job attitude. Academically, this study adds another perspective on how each elements, particularly high-context culture in Vietnam, affect employee behaviour. This research's findings can be used practically by Vietnamese public organisations as a reliable resource when developing their firms' implementation plans.en_US
