Abstract
On March 1, 2012, Project 254 "Restructuring Credit Institutions System in the
period of 2011-2015” was approved by the Prime Minister to continue the restructuring
process of the previous years. This thesis paper evaluates efficiency of 23 Vietnamese
commercial banks over the period of 7 years (2010-2016) and makes an overview of
banking system in Vietnam during the restructuring period. In this research, DEAP
(Data Envelopment Analysis Program) was used to evaluate the effectiveness, under
variable return to scale (VRS) approach and output-oriented approach. This nonparametric
method estimating each decision making unit (DMU)’s relative efficiency

Deposits as inputs; Investment Securities, Total Operating Income, Customer Loans as
outputs, chosen from three approaches: production approach, intermediate approach
and value-added approach. The results demonstrated that Vietnam banking system has
the stable level during the restructuring period and still contributed to the economic
growth.
Some conclusions and recommendations were also made in order to help the
managers as well as depositors, borrowers to have the clearer picture of overall
restructuring process within bank so that they can manage or invest more effectively.
